automatically add referenced issue IDs to "related issue"-list (Feature #962)

it would be nice, if upon submitting an issue or comment, it will be parsed for referenced issues and
automatically links them in the "related issue"-list.

as this is done only a single time, it's possible to remove or re-categorize (e.g. "blocked by") these automatically created links, afterwards.

i guess this is a quite simple request, that isn't hard to implement, as referenced issues in text are already parsed and should not have side-effects on other features.

extra points for a rake-task that takes an issue#-range and does this for already existing issues.
