Hello!
Among my friends there too few people who like to customize the encoding.
I do not know - whether it is right, but once we pointed Repository_Encodings = "" and applied the patch, followed by 'bundle install', life has become much easier.
I do not know Ruby, but tried to keep style and indentation.

While it works only for Mercurial.
