I want to implement import issue from csv, or MS roject someone know how i want to buil a plugin who can helpme with this??

The issue tracker is not the right place for asking advice on how to build plugins. Please ask either in the Forums or on Stack Overflow. In any case, you probably also want to include some additional details on what exactly you want to achieve.

Finally, you should have a look at some existing plugins that roughly do what you want to achieve. I know of several that at least do some kind of CSV import, e.g. redmine_importer or Redmine-csv-import.
