"Internal Server Error" after installing on Ubuntu 12.04 with Mysql and SSL-enabled

Hello All,
I'm new to Chiliproject.
I'm looking for help to complete my install of ChiliProject on Ubuntu 12.04.
I was able to complete the install of all components (I believe).
When I use SSL, I am able to download the 'snakeoil' cert properly.
I'm not sure if my database is configured properly.
I'm using 127.0.0.1 localhost in the meantime.
I try to launch ChiliProject on my browser (https://localhost) and it displays
the "Internal Server Error" webpage.
-The server encountered an internal error or misconfiguration and was unable to complete your request.
-Please contact the server administrator, webmaster@localhost and inform them of the time the error occurred, and anything you might have done that may have caused the error.
-More information about this error may be available in the server error log.
-Apache/2.2.22 (Ubuntu) Server at 10.99.130.84 Port 443
Can I get some assistance?
I can provide any logs that may be required for troubleshooting.

I installed Phusion Passenger for Apache.
Now, I go to the website and it displays...
-"Forbidden"
-You don't have permission to access/on this server.
-Apache/2.2.22 (Ubuntu) Server at 10.99.130.84 Port 443
