ChiliProject is not maintained anymore. Please be advised that there will be no more updates.

We do not recommend that you setup new ChiliProject instances and we urge all existing users to migrate their data to a maintained system, e.g. Redmine. We will provide a migration script later. In the meantime, you can use the instructions by Christian Daehn.

assigne group to issue

i might be crazy ,
but i know there should be a "allow groups to be assigned to issues" somethere, its def not in admin->settings->issue assignment. i tried searching forums but could not find any hints

You are not crazy. The ability to assign issues to groups hasn't been implemented in ChiliProject yet. See issue #427.
Instead, it is only implemented in Redmine >= 1.3.0 whereas it has a setting like you have described in http://www.redmine.org/projects/redmine/repository/entry/trunk/app/views/settings/_issues.html.erb#L8
